On December 29, 2019, the inaugural meeting of the Law Research Association of Bank of Beijing and the seminar "Rule of Law in Bank of China in the New Era: Change and Innovation" were held at the Xueyuan Road Campus of China University of Political Science and Law. The conference was hosted by the Law Research Association of the Bank of Beijing, and undertaken by the Institute of Comparative Law of China University of Political Science and Law, the School of Law of Renmin University of China, and the International Banking Law and Practice Research Center of China University of Political Science and Law. More than 200 experts and scholars from the legal and banking circles in Beijing attended the meeting. The opening ceremony was presided over by Gao Xiang, a professor at the Institute of Comparative Law, China University of Political Science and Law. Professor Shi Jianzhong, Vice President of China University of Political Science and Law, Xiao Youmao, Secretary of the Party Leadership Group and Full-time Vice President of the Municipal Law Society, Zhou Yuanqing, Head of the Liaison Department, Gao Xiaoli, Vice President of the Fourth Civil Trial Division of the Supreme People's Court, Professor of China University of Political Science and Law, Bank of China Law Research Wang Weiguo, Dean of Renmin University of China Law School, and Distinguished Professor of Changjiang Scholars of the Ministry of Education Wang Yi delivered speeches at the opening ceremony. Vice President Shi Jianzhong, Comrade Xiao Youmao and Professor Gao Xiang unveiled the Beijing Bank Law Research Association.

The inaugural meeting was presided over by Professor Wan Meng of Beijing Foreign Studies University Law School. The conference examined and approved the report on the preparatory work of the Beijing Bank Law Research Association, the articles of Association of the Beijing Bank Law Research Association, the measures for the election of the first board of directors and the board of supervisors of the Beijing Bank Law Research Association, the list of recommended candidates for the first board of directors of the Beijing Bank Law Research Association, and the list of recommended candidates for the first board of supervisors of the Beijing Bank Law Research Association. "List of Recommended Candidates for Executive Director, Deputy Secretary-General, Secretary-General, Vice President and President of the First Council of the Bank of Beijing Law Research Association", "List of Recommended Candidates for the First Board of Supervisors of the Bank of Beijing Law Research Association".

Conference elected Gao Xiang, Professor of Comparative Law Institute of China University of Political Science and Law, as President, Gao Shengping, Professor of Law School of Renmin University of China, Guo Li, Professor of Law School of Peking University, Gao Simin, Associate Professor of Law School of Tsinghua University, Wan Meng, Professor of Law School of Beijing Foreign Studies University, as Vice President, Yin Ming, researcher of International Banking Law and Practice Research Center of China University of Political Science and Law, liu Bin, associate professor of the School of Civil, Commercial and Economic Law of China University of Political Science and Law, Zha Zhongmin, a researcher at the International Banking Law and Practice Research Center of China University of Political Science and Law, is the deputy secretary-general, and Zhang Yueming, senior partner of Shanghai Jintiancheng (Beijing) Law Firm, is the chief executive director of the Legal Compliance Center of China Poly Group Co., Ltd. Jiang Xingwei, Director of the Fourth Procuratorate Second Branch, Ma Rongwei and other 26 people. President Gao Xiang delivered a speech, planning the work after the establishment of the research association, and proposed to make the research association a banking law research and exchange platform centered on the capital and radiating the whole country.

"The Rule of Law in Bank of China in the New Era: Change and Innovation" was presided over by Professor Xie Zhiyong, Dean of the Institute of Comparative Law of China University of Political Science and Law. Comrade Gao Xiaoli made a systematic exposition on the "practice and trial principles of letter of credit and letter of guarantee cases", which provided judicial guidance for the banking industry to carry out trade and financial business. Professor Guo Li conducted an in-depth analysis of the allocation of responsibilities in financial disputes and expressed insights on financial consumer protection in financial disputes. Professor Gao Shengping discussed the legal interpretation and judicial renewal of the Financial Guarantee Law around the Minutes of the National Conference on Civil and Commercial Trials, reflecting the latest trends in judicial and academic research. Professor Li Aijun, Dean of the Institute of Internet Finance Law at China University of Political Science and Law, proposed a legal response to the changes in fintech around the fintech regulatory mechanism. The forefront of each keynote speech was profound and received a warm response from the participating experts. During the seminar phase, the first topic, "Financial Technology and Financial Innovation", was chaired by Associate Professor Gao Simin. Liu Xianrong, deputy general manager of the Data Management Department of China Construction Bank, gave a wonderful explanation on the hot issue of bank data compliance practice, combined with GDPR and other extraterritorial rules. The assistant professor of law at the University of International Business and Economics conducted an in-depth discussion on the international practice and local supervision of open banking. Yang Guang, an associate researcher at the China Securities Financial Research Institute, gave enlightening insights into fintech and regtech in an open market environment. He Haifeng, a partner of Beijing Tiantong Law Firm, summarized the evolution of financial technology innovation and China's banking reform. Professor Li Aijun, Professor Chen Jingshan, deputy editor-in-chief of the Journal of China University of Political Science and Law, Associate Researcher Yang Guang, and Bai Pingliang, senior partner of Beijing Strategy Law Firm, made wonderful comments.

"The Impact of the Nine People's Minutes on the Banking Industry and Its Response" was chaired by Liu Bin, an associate professor at the School of Civil, Commercial and Economic Law, China University of Political Science and Law. Judge Pan Yongfeng, the presiding judge of the Second Civil Trial Division of the Supreme People's Court, closely followed the latest provisions of the "Nine People's Minutes" and conducted an in-depth analysis of the issues that banks should pay attention to when accepting guarantees. Pan Limei of the China Banking and Insurance Regulatory Commission shared her personal views on the protection of financial consumers in the Nine Minute. From the perspective of banking practice, Lin Haiquan, an arbitrator of the Beijing Arbitration Commission, analyzed the support, norms and regrets in the Nine People's Minutes, and put forward suggestions for perfecting the hot disputes. Wang Lebing, assistant dean of the School of Law of the University of International Business and Economics, analyzed the private law positioning and financial supervision of asset income rights under the new capital management regulations, and clarified the basic theoretical issues. Mr. Rongwei Ma and Assistant Professor of Licensing have made a highly practical and intelligent assessment from the perspective of financial practice and legal theory, respectively.

"Trade Finance Practice and New Legal Developments" is chaired by Zhu Hongsheng, Product Expert and General Manager of Trade Finance Products of China Minsheng Bank. Zhang Bona, an assistant judge of the Supreme People's Court, summarized the judicial difficulties of independent guarantees and letters of credit, and made a specific discussion in the light of recent judicial precedents. Zhou Ye, General Manager of the International Settlement and Documentary Center of Agricultural Bank of China, systematically discussed the commitment responsibility of the issuing bank and the anti-money laundering compliance policy and the interrelationship between the two. Xia Lin, deputy general manager of the International settlement document Center of Industrial and Commercial Bank of China, conducted an in-depth discussion on the financial innovation and practice of international railway waybills in the implementation of the "Belt and Road Initiative" strategy, which triggered a heated discussion on this issue. Jin Saibo, senior partner of Beijing Jincheng Tongda Law Firm, combined with the latest legislative progress of the Civil Code, discussed the practice of warehouse receipt adjudication in China's courts and put forward suggestions for the improvement of relevant laws. Professor Hei Zuqing of the School of Economics of Nankai University analyzed and evaluated the recent relevant court cases in China around the rules of loss of power in UCP. Shu Chang, deputy general manager of the Trade and Finance Department of the Export-Import Bank of China, and Wang Dongtao, president of the Hangzhou Canal Branch of the Bank of Beijing, respectively commented on the experts' special speeches from their own business practice and theoretical understanding.
